Shivaughn Ferguson

Director of Consulting and Compliance

Shivaughn Ferguson is NFHA’s Director of Consulting and Compliance. She supports the organization’s efforts to enhance housing access and improve industry policies and practices related to fair housing and fair lending laws. Leveraging her expertise as a certified corporate trainer, Shivaughn meets the consulting and compliance needs of the housing, lending, and insurance sectors by developing strategies to enhance industry performance, implementing risk management and compliance programs, and designing and facilitating training sessions.

Since beginning her fair housing career in 2012, Shivaughn has demonstrated a strong commitment to social justice. She has successfully led and managed complex systemic fair housing investigations, focusing on lending practices and residential appraisals. These investigations have resulted in complaints filed in federal court, with HUD, and state FHAPs, securing over $10.5 million in redress for impacted communities. Her work has significantly strengthened the fair housing movement’s ability to conduct in-house disparate impact analyses and investigations in the rental, sales, and insurance markets.

In addition to her role at NFHA, Shivaughn previously served as the Director of Fair Housing at HOME of Virginia, where she managed the fair housing department, led conciliation and advocacy efforts, and acted as the organization’s internal fair housing expert. Her cases have been filed with federal courts, HUD, and state agencies. Shivaughn has briefed senate staffers, the U.S. Department of Justice (DOJ), the Consumer Financial Protection Bureau (CFPB), state Offices of Attorney General, and state consumer protection agencies on her work. She also provides technical assistance and training to fair housing professionals, educates the public about their fair housing rights, and fosters strategic partnerships.

Shivaughn holds a B.A. in Communication Studies from Hollins University, where she studied leadership through the Batten Leadership Institute and served as President of the Student Government Association.
